#5 - Team Rocket: Jessie, James & Meowth
These three are by far my favorite villains because they are antagonists. We get to see so much about them personally so we get to understand where they are coming from. They never stop being enjoyable and really are the best characters in the show besides the Pokemon. Absolute dorks and they deserve each other in the best ways.
